One note he is not, he had character development at the end of his first season, further development in the episode making fun of trans athletes, as well a romantic interest that took multiple episodes to resolve.

South Park fell off years ago. Ive seen some episodes in recent years and a few were still funny, but its hit and miss and the misses are particularly bad. And even when it's funny the show is stale. It should have ended a decade ago. The South Park guys have grown up and need to move on from 1999.
They got paid like a billion dollars up front in cash to keep making it. They don't care but no one would turn down that kind of money for this easy work.

This wasn't Matt and Trey coming up with this idea from the ground up, they had a couple meme ideas that the devs said "ugh god damn it, fine they won't sign off unless we totally redo this whole part of the game design" and that's about all.
I loved the other two South Park games and I couldn't even get through an hour of this one. It might be the worst game I have played in decades. I don't know how you have the other two to work off of and somehow manage to shit this thing out. The N64 South Park game is better than this unplayable pile of utter dogshit.
