Then, when there's a chance that the Avatar is alive, then that becomes a certainity, it works to her advantage to let Zuko take the credit. If Zuko manages to kill Aang quietly, nothing changes. Azula will still likely be the power behind the throne for years, even after Ozai dies. If he doesn't, Zuko alone takes the fall for lying to Ozai.
Also, she does love her brother, but years of abuse have twisted that love pretty severely.
