In season 2 onwards the writers just said frick it and had fun.
Nothing is confirmed to my knowledge but I think that a some more serious storylines they were planning got fricked up when Edie Falco left the show unexpectedly.
It was a big deal at the time. The Sopranos really made it feel like outdated shlock shortly after, but it was basically writers seeing what they can get away with in the whole HBO setting. Seems like it still has its fans and Oz really hits some highs during the early seasons, but it goes to shit very fast.

This show is a frickin classic. But no it is not the edgiest by far. It was on before hbo reallllly started showimg its true colors. I mean have you ever watched anything new from hbo. I mean yeah shit was intense on oz and was a world of its own for sure. But did they really show a lot? Nope. I mean the few congical visits they did have i dont even remember if a tit came out. Actually no they cut the congical visits after like one frickin guy had one and then i think every body hated his ass for that. Did they actually ever show a puddle of blood. I dont think so..
But was it a great story? Yes yes it was. About a man who should have never been in there and a white man at that not just a black guy it be to typical. But a white mans struggle going from a vanilla cake to a frickin brick.
