That's a fair statement. They took a series about a giant wrestling lizard and make a King Kong movie out of it, which nobody wanted.
It's not a great movie but it's not a bad one, and the opening credits are pure 100% kino. It just looks bad coming after Independence Day which was an audience slam-dunk.

Shin doesn't get enough credit for bridging the gap between goofy looking Godzilla rubber suit and an unstoppable horrifying monster. Minus One's success probably owes a lot to Shin for making Nips more receptive to CGI.
Godzilla Final Wars was a huge bomb because nips were highly receptive to The Incredibles.
