Fire Nation navel ranks =/= US Naval ranks
Yes, here, Cmdr is O5 while Cpt is O6, but Zhao did not serve aboard an Arleigh Burke. Fire nation just has different naval terminology.

Why would captain be above a commander anyway? A captain is just the driver of a ship, a commander commands multiple ships.

No, that's admiral. Captain commands the ship as a unit. Commander commands people in the ship.

I'd kill to have this guy's level of initiative and executive function. Dude goes all the way to the spirit world to dig up intel on the enemy, then uses said intel to devise a scheme to efficiently neutralize the enemy's main military advantage, all while rapidly climbing the career ladder so he can be in a position to act on his plan. And all of this was his own personal side project without any apparent direction from his superiors; in fact Ozai and the military high command seemed to be just rubberstamping whatever he told them to by the end of season 1.

I guess Zhao lost interest in them after the Avatar ended up escaping, so they just went back to the control of the local commander. Then after Zhao gets dragged off to the spirit world and Zuko goes traitor, there's no one really taking the lead on hunting the Avatar until Azula takes a shot at it.
This is a complete tangent, but looking back if Azula didn't get the golden opportunity of infiltrating Ba Sing Se as a Kyoshi Warrior, she would've been just as miserable of a failure as Zuko and Zhao.

      >Had Zuko and Iroh on her ship and then totally lost them
      >Sidetracked to gather up her gal pals and then diverted from her mission to chase the Avatar for a bit, ended up totally failing to capture either the Avatar or Zuko (who showed up almost entirely by coincidence)
      >Joined the disastrous drill operation, failed to capture the Avatar AGAIN, entire operation ends as a colossal failure
      >Only managed to stumble across the Kyoshi Warriors by trying to follow the Avatar's bison again (apparently hoping that the Avatar had left the safety of Ba Sing Se for some reason?), didn't even manage to capture the bison

I mean, shit, even Zuko and Zhao had each at least managed to get Aang in a cell at least once. Meanwhile Azula got dunked constantly, but then totally lucked out with walking into the middle of a brewing coup and standing in the right place.

she had way more resources than the other two

Hot damn is there a comedy of errors in getting Azula to the palace.
          >Defeated the Kyoshi Warriors who they encountered for reasons and fought for other reasons including that they may be prettier than Ty Lee.
          >Stripped them and brought them back to camp to send at least one of them to a supermax on the other side of the world (this is important later).
          >Ordered additional makeup to complete the disguises.
          >Decided they would just fricking walk up into the upper ring and ask to be the fricking Earth King's bodyguards
          >They could not possibly have known he had just done a shakeup of the head of the secret police.
          >Their petition for entry to the palace came as Toph, the human lie detector and football field sized sonar was abducted by Xin Fu and Yi, and EXACTLY as Sokka and Aang were leaving. They'd vouched for them but did not go and greet them.
          >They avoid being discovered by Katara but are instantly pegged by the Dai Li (I've heard people say this was intentional... which I think is possible but just stupid if true).
          >Instead of just exposing her and proving to the Earth King that the Avatar and his "Friends" can't be trusted, Long Feng decides to bring these 3 girls into a conspiracy he was already capable of executing on his own, let Azula divert their manpower towards capturing her brother and uncle (an endevor completely meaningless to Long Feng) and just fricking roll over for the Fire Nation by disappearing their head war council, and leaving their plans to be exposed.

It was intentional. There's a scene where Azula talks about how the Dai Li are the real power within Ba Sing Se and she wants to take control of them. Then there's a scene of Dai Li agents watching Mai and Ty Lee in disguise and the two of them deliberately talk aloud about being in disguise and Princess Azula. The Dai Li agents leave to report it and then Azula emerges to smugly announce that it seems like the message will get passed along.
It's still a fricking nuts gamble on Long Feng acting exactly how he does.

I probably am forgetting that, setup sure. Still her plan's step 5 or so was getting disappear'd. Azula's got a lot of faith in Mai and Ty Lee if she expected them to break her out if Long Feng didn't bite.

I really don't think Zhao had any sensible limitations on his authority. He commanded a blockade of the fire nation, arrested every one of the fire sages, swung his dick all over every encampment and stronghold he entered and ultimately commanded a fleet to launch an invasion on what appeared to be his own initiative.

He did have to use pirates to assassinate Zuko, but he wasn't an enemy of the state at the time.

I thought Azula targeted the Kyoshi warriors and was planning on sneaking into the port of entry that the Gaang first tried to enter but left to lead the pregnant woman through the Serpent's Pass... and just happened upon Appa. Suki was feeding and grooming him for at least a few days before the attack.

          Anonymous

No, when she runs into the Kyoshi Warriors she was just following Appa's fur trail yet again. Azula literally says "Who are you? The Avatar's fan girls?" when she sees them with Appa. And given that Suki has had time to regroup with the rest of the Warriors, this was presumably after the drill debacle.

After recruiting them, the only thing Zhao did was capture his former master and assault the northern water tribe; I don't know where they were in the former, but in the latter, it was a big brawl. They were probably elsewhere in the city. After Zhao died, Azula sent them back so that she could have a slumber party with her besties, since speed was more important to her than a legion.

Fun fact: a Commander in the navy outranks a Captain in the army. It's also a bump up in pay grade by like four tiers. He weaseled himself out of wrangling grunts and into having his own warship.
