A not guilty/innocent verdict is different from "we lack the evidence to prosecute."

That requires a case to go to trial. A presumption of innocence is also the doctrine that a defendant who goes to trial is presumed innocent until to proven guilty.
It is separate for, "prosecution does not believe it has sufficient evidence for a conviction." Charges dropped or thrown out does NOT mean that someone is not guilty because while unlikely, it's possible that more evidence could be found at a later date and a trial could proceed (provided it falls within the statute of limitations.)
