Depends on the deals they made. They wouldn't bother removing things unless it costs them money, so the unions undoubtedly forced them to pay just for having it available.
Ideally this would be the case and it would solve the issue by removing the incentive for services to remove things. If it only cost them miniscule, scaled down royalties, then it would be most just. The problem is each deal is different, some they frick the actors and creators, others the actors and creators manage to secure dumb money for a thing just being available but unwatched. Just tie it directly to viewership.

The director for Minus One was also the vfx director, and he has a vfx and animation background. Probably a lot less screwing around if not doing a bunch of the work himself.
