I remember reading when it came out that since the book took place in the year 3000, Travolta was driven to do it in 2000, so whatever corners needed to be skipped, with whatever budget & expenses could be mustered by late-1999, that was it; they went with that. He was only going to have 1 shot for the next 1000 years to release it.
