It's part of the subtext of the movie: the helicopter, dinosaurs, video presentations, jeeps, and ice cream he spared no expense on because that was the superficial glam shit he was interested in. He wanted Disney with dinos. But the actual security, manpower, maintenance, and basic logistics (you know, continual costs) he skimped on heavily. This is the story of a cheap rich man who didn't care if it worked so long as it looked good. Read the original novel, you fricking illiterates.
