Designs are kinda cool, but the mecha battles end in anticlimactic retreats the moment the MC fights back and the sex appeal of the female cast is hampered by the stiff animation.
The rest of the writing isn't much better, to say the least.
If nothing else the "different forms depending on the co-pilot"-gimmick was pretty neat, and I got some chuckles out of the aforementioned crappy animation.

Because one's a production that has actual investors and producers behind it (Not very good ones, mind you) that exists solely to advertise a Visual Novel and the other is a project made by 30 college kids in the back of a garage. It's a 18 minute short (16 with 2 mins of credits), why the frick are your expectations so high that you're expecting anything more than a short infodump at the start to set the stage for you? The pacing works fine (Cold opening showcasing both sides doing their own thing with an intro text dump establishing the setting of the world before jumping right into the action for the remainder of the short).

More than half the short is Cyan piloting the Gekigagou and attacking Atlantis, dodging Itano Circuses, fighting Leska's robot, and saving Luna. What do you want from this short, more world building or more action?

I'm not the one walking into a fan production expecting Shiro Sagisu or Tanaka Kouhei doing the soundtrack. What's there serves the scenes well.
Again, this isn't meant to be put on the same pedestal as actual productions by actual studios. The closest thing I can think of similar to this is Otaking's TIE Fighter short, which was mostly a 5-man job.
He's right that there is some early Ghibli influence though, the basic plot of "Boy rescues girl on floating island from guy in a suit" is just Laputa and the intro crawl visually resembles Nausica in style. But to say there's no Gainax influence is moronic.
That's just the very basic plot idea, the animation is not "early Ghibli" at all.
No, the intro dump is mostly Nausica inspired showcasing how the Earth got the way it is with a long info dump. Though honestly at first I linked it back to the bits in Giant Robo where Daisaku talks about the history of how the Shizuma Drive transformed technology and society. Maybe it's just Moebius inspired.

So I went and watched it and for a 18 minute long short, it's alright for what it is. I'm not going into it expecting late 90s/early 00s Gainax level of quality from a short trying to ape that style, but considering who actually worked on it and what their budget probably was, it's a nice little short. Nothing amazing, but I can say that I didn't feel my 18 mins spent watching it were wasted.
One thing I can also say is that this was actually decent to look at while watching. Yeah there's some frame rate stuff that makes a few scenes here and there choppy, but considering this was done by some college kids doing this in between classes as a passion project I can let it slide here.
I can't the same thing to Skelter Heaven, which looked like a bad Sega Saturn game when it released in 2004 and was made by people who actually had experience in the industry at that point (For example, Skelter Heaven was Satou Yoshiteru's 3rd time directing something and his 9th time in any type of production role). Again, the reason why the flaws in Atlantis are easily ignored is because it was pretty much everyone involved's first time producing an anime of any sort. The folks behind Skelter Heaven don't have the same excuse here.
You can if you actually had one, but considering how you tout yourself being "devoid of emotions" it's understandable why you don't understand Soul when you see it.

In the tokusatsu department there is Reigo, Dogora, Daimajin Kanon, Bio Planet WoO, and Kamen Rider Build. When you look past the big motion picture trio of Godzilla, Gamera, and Ultraman you can find a lot of shit real quick from their own studios.
