It works so well. This should be a thing again. The matter of the fact is that such contrast either makes you laugh or feeling uneasy, which can be exploited to cause fear. Another example where this was used masterfully was with orochimaru from Naruto. You didn't knew if he was a dude a creepy lady or what but it works wonders when you want to scare the shit out of your audience

This is why I liked the villain in Mr. Robot until he just kinda fizzled out in the later seasons. The leader of one of the most powerful nations on Earth being a secret crossdressing freak is a genuinely great concept for a villain. It's incredible to see that in those modern times there is people who will unironically take this episode seriously and will write some kind of gender study about it.
