Thrawn wasn't given nor would he use a planet killer.
Besides Data would just find the massive weakspot after a scan and destroy the ship while it's charging.
The Defiant has a Romulan phase cloak (can not only go invisible but also intangible) and eventually self-regenerative ablative armor. Iirc they also have phase cloaked neutron torpedoes that can theoretically slip through shields then detonate inside a ship.
The thing is though trek scale is a lot smaller than starwars and like other anons are saying, star fleet is bound by their ethics.

Thrawn didn't drive himself to his own death chasing the purgill, he was completely blindsided by them. That's kind of a running theme with him, he's ultimately brought down by factors he either doesn't or can't envision in his plans. It's how he died in Legends as well.
