They were both bad for each other. Jules wanted a simp i.e. someone to adore her without demanding anything in return. Rue was a mopey incel who tried to replace drugs with Jules, or in other words treat Jules as her higher power for the purpose of getting sober. They both kind of got what they wanted out of each other, but it made them both unhappy in predictable ways.
In season 2 the issue is that they didn't have a good balance with showing the worst side of a character with their best and most sympathetic side. In season 1 it was a good mix of depressing kino with an uplifting party atmosphere that almost felt like it was the pinnacle of their lives.
But season 2 is basically just depression kino which is alright, but that balance was sorely missing.
Cal's story was pure kino though.

I actively want Rue to die, but her rejecting Jules in the end was perhaps her only good decision in the whole series.
