I mean, it's just different tastes but I didn't find it boring. I found the gov very compelling. The way he had his little fake redemption arc was pretty cool, unlike with Negan where they actually redeemed him even though the entire point was that he was a completely evil deranged lunatic. The governor actually would have made more sense to redeem although I am glad he wasn't, because it would have reduced him as a character.
I personally found the Negan arc where they are in feudal kingdoms a worse, less focused version of prison vs town. The walled suburb just annoyed me, it felt like a redo of the prison vs town but more bloated.

the govenor was the beginning of the show trending downward. nonsensical villain escapes, plot devices that shield him for another day, stupid subplots, lame kiddie zombie angle, unexplained toughness from a politician, and the fact that hes just a regular guy who led a bunch of puerto ricans against the military and won. he was the proto-Negan that you hate, only he didnt chew up the scenery as badly.
but soon as Negan showed up, he cucked the entire team into being pussies and crying for a whole season. Negan sealed the deal, absolutely. ratings dropped after his season. totally ruined the characters and what made people want to watch the show. they always stuck together to overcome, yet with Negan they just broke and it made fans leave the party
hmmmm, interesting perspective. I enjoyed all of The Governor's scenes but I will watch those arcs again at some point and keep what you've said in mind
Watch the first season and stop, nothing good happens after.
