The issue with the comics is that they were written by people who hate Terry. In particular there were many, MANY examples of Terry getting shafted to make Damian Wayne look good.

I really loved the show way back when and I loved Terry.
Which is dumb since Terry is from an alternate future and both of them are already trash for being batspawns.

They could probably make it work if they actively try to make it strange, like it's vantablack active camo, so it's a point to do the whole impossibly flat black silhouette rather than trying to make it look like real fabric/armor. That or go full Sin City where everything is super stylized so that that the Batsuit fits. But I doubt a capeshit movie would ever allow itself to have that much style and vision
With all the dark and edgy stuff that came out since then, Sin City's Kevin is still the only live-action comic adaptation character who actually unsettles me.

If they were gonna make it Burtonverse, this version of Batman Beyond may not look much like the cartoon design
It wasn't Burtonverse, it was Keatonbats after being moved to the DCEU thanks to Flash.
Fine, Wish.com Burtonverse then, where DCEU Gotham City looks like a normal city instead of the Anton Furst and Art Deco inspired designs, and the suits are sort of like the ones from Burton's movies but off-looking

Don't know why Batman's continual guaranteed success every single time would have relied on the Flash succeeding first, but whatever.
It's possibly one of these reasons or a combination:
A. They're making stupid decisions
B. They really don't want to do a Batman Beyond movie (or at least, not one with all the people involved) so they're making the excuse that if the Flash movie does well they'll greenlight it, knowing that the Flash movie is a dud
C. Batman Beyond is tied to the Flash success because they legitimately want to see how much interest there is in Keaton coming back as Batman before committing to paying a lot of money for the project
