Superman in that story pretty much doomed a entire generation of metahumans by basically putting them in a silver plate (in the form of an actual literal gulag) to be killed for the actual supervillains.
It's a story designed to convince you Spawn and Cable are lame and the Superfriends are much cooler. Without that context it doesn't work or mean anything, it's especially incomprehensible to a normie who doesn't read 90s comics. The reason it still gets attention is just because of the Alex Ross art which can't be easily recreated.

The art always seemed like the perfect blend of realism and cape shit. The characters look real, but not real enough to look goofy in the super hero outfits, and I think more comics should try to look like this.
