that's not what i took from it, to me the point was that the moclans had basically committed something akin to war crime with the mass forced transition of people into their non biological gender, it showed why they were wrong by releasing one of the moclans from the bonds of that forced transition, and the moclans reacted angrily and ignorantly to it

The reason why The Orville refuses to change Topa's gender the first time is because she's an individual person that should have inalienable rights. It's not really specific to changing gender, rather than changing of any kind, be it circumcision or female genital mutilation etc.

That's not really where it draws the line. The show preempts that point by saying it's her (Topa's) body and thus her choice. She has to consent to have anything done to her, and since she is just a baby/child she should not even have the choice to consent to something that is not absolutely vital, something like gender reassignment. The show says nothing about gender reassignment from a consenting adult, and in fact approves of it when Topa later wants to undergo the procedure again except this time back to her original gender.
