I'll just throw in that the carwashes are in no way state ordered or anything - the government plays no role in it. The coaches, members and their parents ultimately decide what to do to fundraise. So it's more a matter of parents and coaches pimping out their daughters.
Many of them do the bait and switch now where they have girls on street corners (during the day) with signs advertising the car wash, and they're wearing bikinis. Then, once you get there, the actual "washers" are all wearing opaque, concealing and baggy clothing.
