They have to manually refill the machine, but they have to process the money that came in instead of just putting it directly into the payout (the lotto company's portion of the income has to be documented and accounted for). The goat and possum steal the machine because it's ruining the vibes.
I think people get confused because
1. Most people aren't familiar with these. In a lot of US states, gambling laws make it where you either don't see these things at all or they get versions with slots or a card game on the front to act as a game.
2. It isn't conveyed as well as other inside-baseball gas station stuff in these shorts. It comes across like people are getting more money than they put in.
