The thing is, Miles worked in the frickery that was Ultimate Marvel after Pete got killed. He was a kid learning the ropes of becoming Spider-Man and having to fill those shoes. He has no redeeming features in 616, and having him be a teen that suddenly is part of the Avengers and is super beloved feels like skipping the whole learning curve in favor of making him popular.

If you were a small child trapped in a burning building or a woman about to get raped, you might not be inclined to follow a guy dressed all in black like a burglar or something, as opposed to someone wearing a Captain America-style bright colorful superhero™ outfit. It's part of cultivating the "Friendly Neighborhood Spider-Man" image, to help offset most peoples' "Eww, gross" reaction towards spiders.

I read Miles's comics when he was still relatively recent. Even as a kid I never understood his appeal. Bendis never made the character standout in anyway. If the only reason he's popular is because of ethnicity, then that's pathetic. Static is a genuinely good teen hero who actually faces hardship. He isn't liked simply because he's black, but because he's a good character.
His suit is also trash, and stolen from the Alex Ross design, but they keep on saying it’s cooler and original.

Erase everything that had happened after the ultimate universe. Return him to his prior state as a what if self contained storyline. Occasionally have a spider verse story for the spider-verse gays to shut up.

"HURR MAKE THE BLACK ONE A CRIMINAL" more interesting that making him a rehash and you can actually use that to say something about inner city kids being forced into lifestyles they rarely get to escape from while being considered Uncle Toms if they do instead of a milquetoast all-encompassing "black" version of a character.
put the idea that he's an anomaly in everything, make him the de facto multiverse guy so peter can go back to normal stories. make him his own name and costume.
the idea of a hero who's wholly unique across the entire multiverse is pretty interesting, maybe destroy his original universe too so he's just a drifter

The approach of letting him be teenage Spider-man so Pete can age up doesn't work for me. If we've already told enough of those stories for Peter, then why redo them with Miles? I would get him far away from Peter and Pete's legacy. Set him up in another city. I would make him a mercenary type who sells his superheroing to the biggest bidder around. To him, he's making sure he's getting paid so he can take care of his family and his friends. He just wants things better for his family. But it usually ends badly. He steals shit for a gang and then the rival gang hates him. He fricks up a job for a corporation and they send people to kill him. He'd be a bright kid, trying to get out of a cycle of poverty. You know how NFL players get all that money and blow it because they're surrounded by people who want the money for themselves? They give money to family members who just blow it. I would have Miles getting his powers be the equivalent of becoming professional athlete, I would use Miles to showcase how not surrounding yourself with decent people can frick you over. I'd want to drive home the lesson that you have to let go of the toxic people in your past to move forward, even if you love them.
