TVA is supposed to feel a certain way. It's a brotherhood based on dogma without any competition to challenge it. They're not quite family as much as they are co-workers. They have no personal life beyond the attachment to their job. They're going to have interactions.

lots of scenes that are not needed
plot is not well defined (the characters are acting with authority that it doesn't make sense for them to have. this points to an overall lack of well defined universe)
scene structure isn't good (guy yells "get me out of here mobius" multiple times while making no effort to unlock the door for mobius which he has clear access to.)
set design is good, music is good, remembering lokis powerset for once in the opening is good.

Its really strange that there appears to be some sort of authority structure in place for the TVA. Mobius etc are not operating with them, and are actively opposing it at times. Yet, there is NO real tension or consequences from that. So they stopped that bombing and arrested some of the people. On who's authority did they do that? The group doing the bombing seemed to be operating on some kind of authority even if it was their own. Who is the actually calling shots at the TVA? If its no one, how or why are parts of it functioning like there is?
I think it's that disabled judge? Dox had a lot of authority but she went super rogue.

Many of the people that work at the TVA have set, fixed, unchanging routines.
They're drones, more or less.
Renslayer, Mobius, a few others have a bit of autonomy.

Miss Minutes and Renslayer are gone, but the day to day structure is still there. Loki, OB, and Mobius are winging it to try to keep the upper echelon of thinking together.
But the day to day activities continue on without even noticing the people in charge are no longer there. The average employee or slave or worker, whatever you call them, probably never had any interactions with the people running the show, and them disappearing means nothing to the mail delivery system or OB catching packages of stuff to be fixed from his tubes.

Even Mobius couldn't understand the Tempad instruction manual, and he's fairly clever for a field agent.
Hiddleston is trying his best but he needs material and supporting actors and he has neither. It doesn't help that literally everyone except him is comedic relief. Owen Wilson is doing his thing, and it's as charming as it always is, but his thing actively detracts from the gravity of what's going on. It feels like Loki is the only one aware of an impending apocalypse 99% of the time, and then at designated intervals once or twice per episode everybody stands around in shock for a few seconds to remind us that this isn't just a comedy. And yeah the dialogue is very tryhard, that whole interrogation was painful. I think a better actor for X-5 could have saved it but it would be in spite of the writing, and as it was he could not make up for it and the attempt at making him Hannibal Lecter just ended up being awkward and lasting too long. Also, maybe I'm forgetting something here, but why is Sylvie pissed at Loki? Dude did nothing to her. She betrayed him last minute and got her way by killing Kang. The hell is she mad at him for?
I'd call it about equivalent in quality to S1 so far, which is to say riding the line of "watchable."

Last time they saw each other they fought. He was trying to save Kang from her. She kicked him in a tempad doorway and killed Kang. That and being an incredibly annoying c**t (like all women) and mandatory Disney bullshit about strong womyn and men applogizing to them constantly.

I don't understand, if Sylvie is the main love interest why make her some unlikable and make Mobius the best match for Loki instead? And then make him a silent jealous observer of their relationship like in this scene. It's past just being bait at this point. Sylvie is a massive c**t no one should forgive at this point and she's probably going to get even worse.
The story is really a love triangle with everyone feeling sorry for Mobius trying to get the attention of Loki while he's trying to get Sylvie.
I feel like that's the problem. If they keep pushing this and don't resolve it Loki is going to turn into the love triangle show. Minimal plot just to add angst and packed with a bunch of scenes of Loki bonding with either one of his partners. This will be dragged out for at minimum 3-4 seasons as long as it sells. And after that it probably won't be resolved.

I think part of the problem I have with this show is it's kind of built on the bones of Loki being this anti-hero character but he hasn't really been that for a long time, if he ever was.
The point of s1 was to turn him into one by the end. He's only been an anti-hero for two episodes. I don't know what you're expecting here.

Well my issue is that he actually isn't really one. And if he is at least a closer approximation of one then he's transitioned from being a kind of neutral character to an anti-hero, rather than from a particularly villainous one.

Sure but IN THE SHOW he spent season one being just kind of beige and inoffensive. And in real life it's been 11 years since we saw Loki in New York so they should have put more effort into him being a villain to give his arc a proper foundation.
