Errol, who they kill, was the guy responsible directly for the the girl's murder they were investigating in the beginning and was reponsible for capturing the kids in that area. If you paid even the slightest bit of attention to the news broadcast that plays right before the end, you'd know that the conspiracy / network hasn't been defeated, in fact the higher up players in it were protected, its just this one piece of it that has been taken down. Hence the whole stars metaphor at the end, they have punctured one more bright star of justice against the vast, conspiracy of darkness (child rape). What the frick did you think it was meant to be a metaphor for?

Yes, it could just be Rust's brain because of all the drugs in-universe, but that's how the strongest cosmic horror stuff works / is potrayed, with that level of ambiguity where it COULD all be in your head, but you know deep down it's not.
