        Without any actionable borders and rebels relying on asymmetrical warfare, any movement not small enough to be wiped in a few weeks would create a chaotic, bloody, endless exchange that would have no winners.         more realistically the federal government would begin confiscating resources and forcing production under penalty of treason and imprisonment. obviously some state governments would actively resist hence the civil war aspect. eventually though the fed - in addition with city zombies - would take over resources from rural areas until we basically become stalins soviet union where under-educated, under-qualified cityfolk are forced to produce resources at unrealistic levels while those who originally held the means to that production are imprisoned/killed for their resistance. then everyone starves because jamal and yolanda cant run a potato farm and a slaughterhouse.

      The only reason everyone has for thinking a civil war would be between cities and rural areas is because that is the division most useful for the ruling class. If that ruling elite lost control, which would have to happen before any civil war begins, the division would be useless.

      New York and California have more irreconcilable differences in isolation, outside of being integrated into current world order. They should be on opposing sides of a future conflict over influence of the heartland.
