      Adult swim did a Halloween special in 2003, and if you can find footage of that special you'd see many warnings like that before every bump.

      The bumps typically featured Dad (George Low) getting killed in every bump. One of which was one where Dad's hanging legs is all you see, swaying back and fourth. It was obvious that Dad was hung/killed himself. 2003.

        The purpose of the trigger warning was to allow persons who have experienced severe trauma the time to compose themselves to be exposed to stressful material. Rather than completely removing oneself from potential trauma it allows them to cope with it.

        The problem is that the self diagnosed PTSD mental illness is trendy crowd began to use it as a way to self censor and then expected the world to do the same. Being triggered was an intended way to shut down an argument before it began. Its not about the tool, its about the hand that wields it.

And the reason the cartoon R&M had the aforementioned trigger warning is because that particular episode contained content that may disturb immature audiences or those who did experience traumer relating to the contents of the ep. That's not controversial, and it's clear to see why based on the episode.
