$100k really isn't much to make an animated movie in a first world country, especially over 5 years. If I had to guess, he's either doing this on the most tiny of skeleton crews, or he ran out of money ages ago and had to find other work/investments to keep it going.
Undergrads did great side character work that a lot of shows just don't do. This made it feel like the three main characters were actually in college in a city with people everywhere.
The show was more comfy than funny and I would have seen liked to see more of it back in the day. I think it ended on an alright note though as a cautionary tale against simping

This actually brings up an interesting point about Undergrads and Downtown. Both are shockingly well written and very much of their times. I truly wonder what the smart phone generation is watching on a regular basis. Adult Short Clips on Latest Media Phone Channel Outlet? In both Undergrads and Downtown, characters still pick up phones connected to walls with a cord. Payphones still exist in their world, too. The comedy in both is extremely relatable though so I could see a modern audience enjoying a trip back in time so to speak. A better question for the Undergrads Movie makers might be, what is the time table on making and releasing the movie. If it comes out even half as good as the show it will be worth a few watches.

100k to do the style he was promising is more than enough for a 45-60 minute film. This almost looks like an unreal engine Borderlands environment.
