Bob Boyle did the majority of character design work for FOP in its heyday but everything that was originated in the pilot was from Butch. Timmy, Vicky, the fairies, etc - that's all him. I believe Danny Phantom was majorly Stephen Silver (as you said), and then there's TUFF Puppy which was all designed by Ernie Gilbert (except for Dudley himself who was designed by Butch)
I actually don't disagree with you about pointing out flaws - I actually think it's an important process for creatives to be exposed to their own flaws - and I honestly think Butch is washed up and nothing he will ever make will ever be as good as his main "trilogy". There's a lot of good critiques you could make of him, but I personally find ls mark's image to be very conflicting. It feels like he's zig zagging and I don't like that
