I would do Arkham Batman Beyond long after the events of Arkham Knight with a reclusive old Bruce Wayne who hands the reigns to Terry. Kevin Conroy is dead so Bruce being a backround character wouldn't be so bad.

Would he be estranged from all of the Robins and batgirl like he was in that cartoon this time?

and here I thought he and Babs were the only survivors. there was clearly no batman/robin analogues in the "future justice league" episode. anyone of the robins should have been completely capable of stepping into bruce's shoes when he retired. yet there was never even any mention of them.

Maybe after City, adapt the Batman vampire Elseworlds stories and have Dracula as the main villain. For other villains, pull some foes that could be ripe for horror. Norman Rotrig, Ventriloquist & Scarface, (but don't edge him up), a new Clayface, Hush, and some non-Batman characters like, say, Anton Arcane or Frankenstein's creature.
Maybe make it branch off into a timeline or NG+ where Batman becomes a vampire, for shits and giggles.

Five years after Arkham City, Knight and Origins are inert.
    >Prometheus, after having been released from Arkham Asylum, had been making plans to completely dismantle Gotham by sinking it(GoW Jacinto style).
    >Oracle works with Nightwing on a new dossier on the whereabouts of Prometheus.
    >Nightwing is instrumental in finding Prometheus' base of operations, capturing Simon Stagg and Nyssa Raatko as accomplices on the way there.
    >Batman confronts Prometheus in the lead-up to what would eventually be his capture, Act one ends.
    >Act Two begins, rumors start swirling about a mysterious Red Hood dominating Gotham's districts as a new crime lord.
    >Push comes to shove and Red Hood starts making life hell for civilians in Gotham using his new found criminal connections.
    >Batman has to use the one hold out who evaded Red Hood's control, Black Mask.
    >Batman refuses to receive aid from Black Mask
    >Red Hood attacks Black Mask while Batman is there.
    >Red Hood tricks Batman into killing Oracle, who had been kidnapped.
    >Nightwing takes the reigns.
    >Act 3 is Nightwing taking the reigns.
    >Nightwing picks up Copperhead, who grew her hair out, and is providing him intel from Black Mask's remaining cells.
    >Nightwing eventually captures Red Hood, putting an end to his syndicate without finding out his identity.
    well that was easy

Effectively retcon everything after Asylum and start over with a "any given night" theme of Asylum where it feels like a general Batman universe inspired by the comics and some flavor from the adaptations.
It doesn't even have to be in the arkham universe really, I just liked how Asylum felt and hate how the games became their own AU with weird shit like dudebro Tim.

Maybe the conclusions should be Batman taking Scarface deliberately not destroying it and him tell him that real quick he's going to keep him in an unknown person that stock face could never escape from. At the end credits we see the ventriloquist getting some therapy someone making him some children friendly puppets one who of resembles his puppet from the the Batman cartoon becoming successful ventriloquist. And we get to see Bruce Wayne being useful getting the legal copy rights to Scarface at the deal the original maker not allowing companies to make any of him in Gotham.

An Elseworlds ‘Gotham by Gaslight’ game set in the 1800s. Steam powered gadgets, classic villains reimagined, et cetera

Make the main villain a normal crime lord type- Penguin, Black Mask, or maybe even just Carmine Falcone. There are also some fun more obscure villains to include that might even work better in a historical context, like Maxie Zeus or even someone like Clock King.

    >Make a Metal gear rip off game starring red hood with Amanda waller as the handler.

    >Alfred occasionally calls to make sure you have been eating right and other wholesome things.

    >Level where batman is stalking you like a horror movie monster.

    >Lots of dead people.

    >Sad batman
