Isn’t using Miracleman in an event technically Marvel’s second attempt at a Miracleman push, given they must have thought getting the Moore/Gaiman run back into print would generate some hype?
In the late 40s/early 50s, Fawcett decided to stop publishing the original Captain Marvel because the comic had ceased to be profitable.
A UK publisher of the Captain Marvel comics, L. Miller and Sons, wanted to continue publishing the comics, so they created their own knockoff of Captain Marvel named Marvelman.
In the 1980s, Alan Moore gave Marvelman his usual edgy treatment in a UK anthology called Warrior, only run into some kind of legal issue. This led to his being renamed “Miracleman.”
Neil Gaiman eventually took over the Miracleman comic, most notably contributing an issue where a woman giving birth is vividly depicted, evidently because Gaiman had recently witnessed his wife give birth and found it beautiful.
Miracleman fell out of print, lost in legal troubles until the 2010s, when Marvel shocked everyone who still knew or cared by declaring they had acquired the character. They reprinted the 1950s Marvelman material, as well as the 1980s run.

I'm not even really sure what you do with Miracleman from a writing perspective. I could kind of see where they wanted to go with Doomsday Clock when Rebirth came out, but Miracleman didn't have nearly the same effect on the comics industry Watchmen did, which is what Johns was interrogating in that series.
