I don't think they'd use Doom because they haven't introduced him yet. Not exactly an "old antagonist." I always figured he'd be the next big bad after Kang though.
I think this would be a good chance to bring back Red Skull, who always felt underutilized in the MCU. IW/Endgame left it wide open for him to return since he's no longer bound by the Soul Stone.

They didn't "play it too many times." They did it twice, extremely early on, 15 years ago at this point, and that's it. And recasting happens all the time in movies. Like Johnny Depp in the Harry Potter movies or the Oracle in the Matrix. People aren't stupid, they understand that sometimes an actor can't or won't come back for one reason or another. They have a whole storyline planned out with Kang so recasting him is the most logical decision.

I don't know if it has been confirmed but, supposedly, jonathan majors signed a deal where only he could play kang and all of his variants and if marvel uses a different actor for kang, they would have to pay him for not respecting the contract, so it would be cheaper for kevin feige to discontinue the character instead

My preference. Keeps you on Earth (most likely), which let's you use any heroes you want. Street level heroes can be of use, galactic level heroes can contribute, the Avengers can be made relevant again.
