They're not retiring the punisher, Marvel is just aware of the Punisher iconography's place in conservative kitschy gun culture and doesn't want to add to it, as to not poison the brand forever with new images of Punisher with the skull on his chest with conventional weapons killing people, since Disney hasn't made one dime off a truck decal or baseball cap bought at a gun show.
Frank Castle the character is still in comics, Marvel's #3 guy just finished a two year run last month, And the Punisher concept is being used and there's plans for him in the MCU, every thing else is just you're delusional head canon or blatant lies you made up.
