    he's not evil, he's unethical. if and when the MCU version happens he's gonna be turbo-Mengele or something, just doing horrifically unethical shit that isn't outright evil.

    He was never evil. Just morally dubious.

    Comic Leader was a dumbass janitor that got gamma intellect. See the is intellect can be dangerous, because when you reduce the world to simple math/point A to B it can lead to monstrous methods. Why the hell do you think he calls himself "The Leader"? He genuinely thinks his way is the best for humanity. His actions are driven by "They don't understand, they're all children compared to me".

    What I want to know is why he's a Captain America villain? Does that mean Gamma World, or Hulks appearing in Cap 4 with Sam?

      Hulk can literally never have his own theatrical films due to rights issues with universal who own the theatre releas rights for hulk

      Hence. Why he only shows up as a character in others movies

      My guess is Hulk is in Sam/Caps movie to hold him up and help the plot since most people won’t care enough about sam to watch

          has the right idea, The Leader will try to enact a "new world order" of supers taking over the world and this will setup the X-Men by being the inciting incident for why normal citizens will superpowered people and races like the mutants.

          My guess is that when SHIELD scooped Sterns up he wound up getting placed into Hydra’s hands and has been in their employ/captivity ever since. Most likely he’ll be the egghead in the villain of CA4’s employ and escape/go rogue at the end.

    He had good intentions but was obsessed with his work. He doesn't really end the movie as a bad guy, but he goes against Bruce's wishes.
