has the right idea, The Leader will try to enact a "new world order" of supers taking over the world and this will setup the X-Men by being the inciting incident for why normal citizens will superpowered people and races like the mutants.

My guess is that when SHIELD scooped Sterns up he wound up getting placed into Hydra’s hands and has been in their employ/captivity ever since. Most likely he’ll be the egghead in the villain of CA4’s employ and escape/go rogue at the end.
He had good intentions but was obsessed with his work. He doesn't really end the movie as a bad guy, but he goes against Bruce's wishes.
