Depends, but in reality it's more complicated and goes on a case-by-case basis.
Many people probably do this shit for sick personal means but then it never progresses beyond the screen. There's enough separation that it remains a fantasy and the person on the other end is not "real". In the same way that parasocial relationships can become toxic, the opposite is true.
This separation obviously stops occuring when one party "crosses" the screen, and if that's because one party is deliberately encouraging it for the sake of entrapment, that's clearly very irresponsible.
Also as other people mention, if somebody is desperately lonely and they manage to form a sustained relationship with somebody online, they're going to largely ignore other factors.
