I think it's a step backwards from the previous computer generated films by Dreamworks.
In a different timeline, Tusker was their 3rd computer generated film as intended. That looked like a promising project (adventure film on southest Asia with a group of elephants as the protagonists)
Shrek 2 was better at the time but is worse in retrospect.

That bit where Puss uses one nail to cut a perfect circle on a security glass was done before in a Powerpuff Girls episode from season 1 (called "Cat Man Do"). Only difference is that PPG cat uses more than one nail.
This is missing the two most compelling aspects of the first film : being a subversive fairytale, and the disconnect between what the characters say they want and what they actually want.
