No. The film isn't political in any sense. It's definitely patriotic and all that American bullshit, but that's it. It's just a really good action film that doesn't take itself too seriously.

It's not Russians. It's vague for a reason, we're supposed to focus on the character's struggle, not the enemy. I got the feeling it was Iran just because of the mountains, but it could have been anywhere.

No it's Iran. The mission is to bomb some underground nuclear weapons factory. Russia has openly had nuclear weapons since the 1950's. Same thing with China. They never say the name of the country but they make a major plot point of their airforce having a few old F-14's. Only 2 nations ever owned and flew the F-14, the US and Iran.
