Moore doesn't give a frick anymore about Miracleman, especially after Dez Skinn turned out to have lied to him about Miracleman being public domain (which is how Marvel ultimately bought ownership of him from the original creator, Mick Angelo).
His only condition with Marvel, as established by his original deal with Joe Quesada for obtaining his blessing to/not objecting the reprinting his Marvel work, is that Marvel has to omit his name from the credits of his work due to Moore still being a petty c**t who doesn't want his name on anything Marvel publishes.

To them the difference is DC was doing Watchmen sequels without Moore's consent while Moore washed his hands of his Miracleman work, so Marvel will believe they're in the right to do this.
Moore has washed his hands of Watchmen as well, he doesn't give a shit what happens to it anymore he ignores it all.
