for Manny, his real father, being a stepdad doesn't mean you automatically a father figure for your stepson, he has to see you as such, Jay has a very hard time connecting with Manny and the few episodes with Manny's father in it shows show they connect much easier

A figure in someone's life that is seen as a father. It's clear as day that manny and jay rarely see as each as ACTUAL family. There are moments but it's just for the sake of a small emotional weight in the episode. The majority of it is them not getting each other at all.
