it's interesting, the US's experiment in democracy has shown that ultimately, there is no set of rules or laws that will prevent corruption. No magic structure of government that will ensure that it functions properly, or that it represents the will of the people.
So, accepting this, it can be said that there is then no advantage to democracy over monarchy, but there are plenty of advantages to monarchy over democracy.
