      Genocide against any living thing is a morally self destructive act. Pragmatically it's the correct thing to do, but morality is a world apart from pragmatism and there's no room to approve of genocide in the heart and mind of a moral person.
      Even if the fruits of your actions are good, you have eliminated an entire species and any good that could have potentially come from them.
      Also I believe this was before Picard ever knew about the borg, and convincing a man who was so torn up over genociding the race that had killed his wife to genocide a race that hadn't done him any offense is probably not something Picard could manage.

          If you operate under the assumption that there is a benevolent higher power who is directing things in some fashion (a belief that is shown in various ways to be true throughout Star Trek, thougb perhaps not in the form of a god as we have conceived) then you would necessarily also need to accept that they would have enacted such a genocide themselves if it had been appropriate.

          Picard is well aware that humanity has barely scratched the surface of the universe's mysteries, between his inorganic spaceship being impregnated, multiple entities with the power to bend reality and other impossibilities unfolding before his eyes episode to episode. He recognizes that there is more than he understands at play, and to act with a sweeping and destructive manner is counterproductive to humanity's goal of reaching out to the wider universe as good neighbors and establishing ties for a lasting peace.

              If we consider Deep Space Nine, we see that the existence of pseudo-deific beings of more or less benign intent do exist. The Nagus encountered them and, for an episode at least, came out as a charitable person so changed that the Ferengi were alarmed by it.
              There are "gods" directing things in Star Trek, even if those are just aliens operating on a higher level than humanity is commonly interacting with. Whether they are truly divine or not is irrelevant; they are powerful, they are watching, and they do see things that humanity doesn't.

              As per my previous post, Picard is acting in the role of a diplomat and recognizes that he is tasked with putting humanity's best foot forward in all circumstances. He's seen enough to recognize that these sorts of beings exist. He's aware that the Q continuum do keep their members on some form of leash considering that it has led to the Q they're familiar with being depowered for abuse of his abilities. He may not always know when they are watching or where, but he recognizes that it is necessary to present an upstanding and morally correct face whenever possible to best present that humanity has overcome the base and barbaric nature that many races still struggle with to ensure the best possible chances of diplomacy with anyone or anything they meet.

              Whether you call it faith or not, its better for the sake of the mission to refrain from genocide of even apparently evil races such as the Borg to ensure that humanity isn't perceived as a force of reckless destruction in the universe by any onlookers. His acts of violence are driven only by necessity for the sake of immediate defense of his ship, his crew, or those under his protection.

      Q could have been like this awesome side character they pulled in 2-3 times a season to help
      Play up his apparent delight in interfering with Enterprise business, maybe make him a more sympathetic and understood character. Shit like this is why DS9 kinda mogs TNG in a lot of ways. A more day-to-day reality of dealing with a federation of like thousands of rapidly different species and negotiation, playing up strengths where you can find them, etc. Did the Federation ever even try to normalize or negotiate an ally with the Q continuum?

      I'm sorry, I was perhaps a little too verbose and my message was lost. I didn't mean to imply that Picard belives in any particular deity, rather, and I'll say this coarsely as to ensure clarity:

      It looks really fricking bad to potential diplomatic relations with more advanced races if the Federation's flagship is going around committing acts of genocide. Picard is a diplomat and realizes this. It's more important to ensure the Federation looks good to potential allies than for him to play judge/jury/executioner to any bad guy he runs into as if the frontiers of space are the wild west; that's what Kirk was for.

          In every circumstance that Picard has encountered something of that nature, a Borg attack on another vessel, or similar immediate threats, he has acted in some fashion to intervene and aid if it was within his power. That does not extend to justifying genocide in the eyes of the wider space community. Imagine if Picard were to "nuke" the borg and erase them from existence; what would the dialogue be between the non-human races who learned of it? They would wonder who is next, the Cardassians, the Romulans? The Bajorans would support the destruction of the Cardassians, sure - but would the Vulcans find it logical? Relations with longstanding allies could deteriorate.

          There would always be the (perhaps unspoken) question of whether cooperation with humanity is an option, or a requirement, because already it's been demonstrated that they have the capability to erase an entire very well equipped species from existence. It is really really bad for public image to just wipe out an entire species without considering the wider implications, and the fact that there could be consequences beyond the immediately recognized ones.

          I'm doubtful that no one would know. In the scope of the OP image's entity, sure, there wouldn't likely be a trace. But they would have left an unimaginably powerful entity already rocked by the moral consequences of one genocide dealing with having committed a second one. What if that led him to taking a more active hand in the universe's development? It's better to just leave him alone.

          If Picard were to manage it another way, such as by the Borg virus they developed in Hugh's episode, then it's comparable to a bio-weapon. There would be traces. People would know what happened.
