Regarding the ones I know and have watched:

I'd say his uncle (?) was far more unlikeable. Poor Todd was just clueless and had no good role model or someone who'd teach him morals.

Without a doubt the most ethical TWD villain. Viewers didn't vote for Negan because he's le quirky, funny villain who reluctantly joins the good guys but he was much more unlikeable. The Governor just did what was in his "family's" interest.

More than disliked I'd say she was irrelevant and forced whenever she was included. Whenever Naruto and Sasuke did something together she had to be included for the sake of keeping the original trio but I'll blame this to the fact that the author never bothered exploring her character nearly as much as the other two.
Sakura is hated because of her obsession with Sasuke. It was such a drag on her character. It’s like Kishi did it on purpose, any progress she made as a ninja was overshadowed by her zealous one sided obsession. Her fight with Sasori was her last good moment

Nta but Sakura is hated because she is utterly useless for 90% of the story. She's just dead weight and basically only exists because muh female empowerment or something. Her obsession with Sasuke is definitely annoying, but it would've been fine if her character had ANY redeeming qualities.
Joffrey, Ramsay, and the Governor are just villains who do heinous shit specifically to make the audience hate them. Cersei was retconned to be pure evil when the show went to shit. The Skylar hate is somewhat understandable, although I think a lot of it is her just being cast as an obstacle to Walt's plans, and Walt is the protagonist, thus the person the audience is rooting for. She's basically an antagonist.
I don't understand why anyone would hate Quasimodo tbh. Do they mean the characters within the story hated him, or real people voting on that website?

people hate sakura for huge amounts of reasons, my favourite is how, after being useless the whole show, she becomes a god-level character overnight for the final confrontation (and for boruto) just because no reason. literally her power is having a vegana and being an affirmative action character, pretty sure the author was like "omg i make shit female chars" so he decided to double down on making her worse because he's a moron

She's a self-righteous narcissist despite also being really dumb. My bias towards her is probably moreso due to her worst episodes, like when she got jealous of Hank when he was a sub or when she got jealous of Bobby when he was doing Thanksgiving.

I'm sick and tired of simps defending Skyler every time she is (rightfully) noted as one of the most hateworthy characters on television. Is Walt a bigger piece of shit? Yes. But Skyler's #1 priority was spiting Walt over actually protecting herself and her children. She fricking sucks.

there was a moment where she gave up on chasing Sasuke (really late into the manga) and watched her friend Hinata almost die trying to defend Naruto. She literally said "i love you naruto" and everyone just had it with the character.
Yes, that was her lowest moment for trying to manipulate Naruto’s feelings. She knew he had a crush on her. The whole land of iron scene became a meme. People were making fun of Naruto for having a panic attack over Sasuke like some fangirl. God the way Naruto falls off after Pain is depressing
Mara is my most hated female character but she was written as someone that was dividing Vic and Shane so I don’t hate her due to writing reasons. Kate on the other hand from LOST is just a stupid manipulative b***h that we’re supposedly meant to like
