As for Lincoln, his cut is 100% a dev decision.
Nickelodeon mandated Lincoln to be in the game, but the thing is, they never specified that he has to be playable.
This is why the Loud Castle stage exists, because the devs didn't want Lincoln but fur filled Nickelodeon's mandate with a loophole by making him a background character.
Lincoln got vut because the devs just don't give a shit about modern Nickelodeon.
The only exception being Lucy because the devs are into goth girls.

The latter for very obvious reasons are popular among those who own a Switch and have played Xenoblade 2 (pretty much waifu material). All I know is that the most used ones include Steve, Joker, Sora, and Pyra/Mythra. The latter for very obvious reasons are popular among those who own a Switch and have played Xenoblade 2 (pretty much waifu material). As much as people complain about anime swordfighters (I don't like Byleth and Roy), we still play with them, because they are easy and effective to use (yeah, I play with Byleth and Roy despite not caring at all about them).
Steve is most used because he's totally broken, Joker's been top-tier since he was added, Sora's more degenerate nonsense, and Pyra/Mythra is both the second most overpowered character in the game while also being godawful otaku pandering.

But some of the roster's decisions don't make sense. They killed some hype by removing Toph, Sandy, and Catdog. And Azula making it into the game before Katara and Zuko is super weird. Plus, lack of Arnold is just weird (he hasn't been leaked?).
