Apparently Danny Phantom has a two character limit.
This caused the way DP characters were chosen to be called messy with the devs juggling between Danny, Vlad and Ember.
The devs even considered to cut Danny himself multiple times in favor of only having Vlad and Ember being the two DP characters, until the devs decided to use Danny and Ember instead.
This is most likely the reason why Vlad has a moveset but is not playable. The same might also be the same for Shredder as well.

i just think that, given everything we know about these guys, there is no way they put in extra effort there. they don't put extra effort into anything. i think what's going to happen is the game is going to come out and vlad and shredder will be a little bigger than the normal playable characters and have health bars and not enough animations to be "real" playable characters, but they'll have a bunch of moves that would make testers want to play as them.

All the other bosses just hang out in the background of their respective stages until they're ready to battle.

The leaker never used the word "cut" but i think that might be due to how dirty that word has become in the NASB community and didn't want to stir more shit.

Well as said earlier the devs were juggling between Danny, Vlad and Ember, with them ultimately going with Ember over Vlad. They must have been developing Vlad as well just in case.
The same might also be the case for Shredder, they only wanted three TMNT characters (At least in base game) and were working on Shredder along with the other TMNT characters but decided to go with April instead.

My guess is that it's 2 characters per show, with Spongebob, TMNT, and Avatar having 4. TMNT and Avatar probably have their fourth characters coming in DLC. I also strongly suspect Lincoln got cut because there's another Loud House character coming (given how apathetic the leakers sounded about the DLC, it's probably Ronnie Anne or something).
Well we know that there's a character limit per show, but we don't know exactly why there's a limit or why certain shows have higher or lower amounts.
For all we know Nickelodeon could have put that limit on the devs or the devs could have made that limit themselves.
tmnt still makes a frickton through their merch. Viacom isn't going to let that money go to waste.
Although, I find it funny how Garfield was able to get in twice when he has yet to have his show air on Nick due to it being in some sort of development hell and iconic Nicktoons got scapped.

They had the "radical" skins released alongside it the Bayverse skins and while the radical skins may not be a 1:1 of '87, they're at worst heavily inspired by it.
But this is exactly what I'm talking about. Even when '87 somehow manages to not being front and center, they still find a way to sneak in. '87 will never not have enough representation and I get why because it's the version that turned the Turtles into a mainstream IP. But it's time that other Turtles eras get some spotlight that isn't either the latest thing or '87. Namely '03 since we're in its 20th anniversary year and it's all but ignored outside of the new merch.

Nickelodeon and GameMill screwed it over in terms of business and marketing but the devs screwed it over in terms of presentation and design philosophy.
like i do think that gerald has a better moveset than helga. i think it's obvious that starting from scratch allowed them to make more distinct characters with good gimmicks. but they could have just given helga a better moveset instead of drop her entirely like they did for all the other returning characters. helga's goofy unibrow is just so much more iconic.

Well it'd sting considering the DLC is said to be mediocre at best and one of the devs even teased the possibility of a wave 2.
And they say the DLC will be spread out over 2024 so that's at least a year.
I also think the devs are contractually obligated to finish the DLC so if the game gets abandoned early then it'd have to be Nickelodeon to cut it short, something they might do if the game doesn't sell well along with the Unity stuff.
Although i doubt the devs would mind due to the Unity stuff.

Well the last time a Nick game dumped Unity they went with Unreal, although the switch to Unreal left it in a poor state, almost Bethesda levels of bugs and glitches.
unity decided to go "i have altered the deal. pray that i do not alter it further" and changed their monetization to a per-download charge that they would apply not only to games that are coming out using unity, but games that have already released. this scared the sweet bejesus out of everyone using unity because what stops them from pulling something like this again in the future? so everyone is fleeing to either unreal or godot

The soonest we'll get a tolerably decent roster with additions is NASB4, and I just don't think there'll be a 4
NASB3 will also be worse due to having to not only work on a most likely worse engine but also having to learn how to use that worse engine in a short amount of time.

you'll notice that as we get farther out there are some characters that people are totally fine with being cut. nobody's really clamoring for hugh over jimmy, same for like powdered toast man. i think sandy is a particularly bad cut, but plankton and squidward help ease the pain.
but some of the cuts are just so atrocious that they hang over the game like a black cloud. helga's the best character on hey arnold. i've never watched avatar but the fans seem to love toph and her inclusion in the first game was a really off the wall pick that got people excited. cutting two of the ninja turtles is a sign of fricking brain damage. i don't watch loud house either but if they're going to cut lincoln they should have at least added another sibling, it's a show that's specifically about a large cast. Oblina and Catdog should've stayed for being underrepresented shows, and having unique body types and characters that allow for more interesting movesets.
Apparently the way it works is Nick presents the devs with a list of multiple characters and the devs got to choose what ones to use, although the devs certainly did influence that list with their suggestions.
games like this need to be playtested heavily both for balance reasons and to test the online netcode. that means putting games in testers hands months in advance. multiversus got leaked way early too, it's how we know early builds had gandalf.
If that were the case then we wouldn't have gotten Lincoln and Lucy in NASB1. And no way would Nickelodeon get rid off Lincoln, the main character of their second biggest show right now.
This is definitely a dev decision.

Because Ludosity as a whole has an influence on the roster, even the NASB1 roster, even though the majority of them didn't actually work on the game. All Ludosity did was have a few of their devs work on the game and influence the roster by wearing Nick down on what characters Ludosity wanted.
Same thing for NASB2 as the devs have more influence on the roster despite less Ludosity employees working on the game this time. Devil's advocate, Lincoln's the star of Nick's second biggest show and arguably the only reason Nickelodeon is even solvent as a network today and not airing Spongebob as a 24/7 stream like Teen Titans Go until it collapses. I know "cope" is a meme, but I do think there is an honest effort to dissect such a bizarre decision and at least for the first game, Lucy's inclusion was entirely due to developer favoritism when even the biggest Lucy fans would have told you there were at least 4 or 5 other Loud sisters more fitting for a fighting game, so it's easy to conclude that Ludosity is behind cutting Lincoln too when most rational developers would cut the side character for the main character. That would be like if Cartoon Network made a platform brawler in 2002 and had Rolf from Ed Edd n Eddy but not the Eds themselves.
If it really is Nickelodeon, then I just have no fricking clue what's going on. Maybe they're canceling the Loud House and putting a spinoff about Lucy or the other sisters into production and this is their silent hint for it? I have no fricking clue but that would be my first guess,

Unlike Lincolm, people give a shit about the Eds. Lincoln was not popular and consistently dunked on. It's not just dev favoritism, Lucy had a rise in popularity in general and Lincoln had a decline. Nickelodeon ultimately signs off on their choices just like how they mandated Lincoln Loud. If Nick cared for Lincoln the devs wouldn't have been allowed to cut him for Lucy.

This really get's me to appreciate CTR Nitro-Fuel's Roster. They focused on getting the main character and popular ones out first. Only when the needs of the audience (and common sense) were met then were the devs allowed to freely add the odd/obscure/meme picks. And the audience liked it because they already had their favorites but now they can have new favorites with the more forgotten Crash characters.
Really NASB1 should have been the main/ fan favorite/popular character show picks then NASB2 should have been the one where they're allowed to go into important secondaries character/shows (without cuts); THEN the theoretical NASB3 is where the odd picks begin.
They're over 16k fanfictions made for Zuko. He's the main, or at least one of the main, characters in all those fanfiction, that's why he's tagged in all of them.

New info just got leaked about the cut characters. Apparently, the devs initially only wanted to cut 5 characters, (Sandy, Toph, CatDog, Lincoln and Shredder) but ended up having to cut 6 more due to Nick demanding the game to be released this year.

This caused the way DP characters were chosen to be called messy with the devs juggling between Danny, Vlad and Ember.
The devs even considered to cut Danny himself multiple times in favor of only having Vlad and Ember being the two DP characters, until the devs decided to use Danny and Ember instead.
This is most likely the reason why Vlad has a moveset but is not playable. The same might also be the same for Shredder as well.

Well as said earlier the devs were juggling between Danny, Vlad and Ember, with them ultimately going with Ember over Vlad. They must have been developing Vlad as well just in case.
The same might also be the case for Shredder, they only wanted three TMNT characters (At least in base game) and were working on Shredder along with the other TMNT characters but decided to go with April instead.

My guess is that it's 2 characters per show, with Spongebob, TMNT, and Avatar having 4. TMNT and Avatar probably have their fourth characters coming in DLC. I also strongly suspect Lincoln got cut because there's another Loud House character coming (given how apathetic the leakers sounded about the DLC, it's probably Ronnie Anne or something).
Well we know that there's a character limit per show, but we don't know exactly why there's a limit or why certain shows have higher or lower amounts.
For all we know Nickelodeon could have put that limit on the devs or the devs could have made that limit themselves.

They had the "radical" skins released alongside it the Bayverse skins and while the radical skins may not be a 1:1 of '87, they're at worst heavily inspired by it.
But this is exactly what I'm talking about. Even when '87 somehow manages to not being front and center, they still find a way to sneak in. '87 will never not have enough representation and I get why because it's the version that turned the Turtles into a mainstream IP. Well it'd sting considering the DLC is said to be mediocre at best and one of the devs even teased the possibility of a wave 2.
And they say the DLC will be spread out over 2024 so that's at least a year.
I also think the devs are contractually obligated to finish the DLC so if the game gets abandoned early then it'd have to be Nickelodeon to cut it short, something they might do if the game doesn't sell well along with the Unity stuff.

The soonest we'll get a tolerably decent roster with additions is NASB4, and I just don't think there'll be a 4

but some of the cuts are just so atrocious that they hang over the game like a black cloud. helga's the best character on hey arnold. i've never watched avatar but the fans seem to love toph and her inclusion in the first game was a really off the wall pick that got people excited. cutting two of the ninja turtles is a sign of fricking brain damage. i don't watch loud house either but if they're going to cut lincoln they should have at least added another sibling, it's a show that's specifically about a large cast. Because Ludosity as a whole has an influence on the roster, even the NASB1 roster, even though the majority of them didn't actually work on the game. All Ludosity did was have a few of their devs work on the game and influence the roster by wearing Nick down on what characters Ludosity wanted.
Same thing for NASB2 as the devs have more influence on the roster despite less Ludosity employees working on the game this time. In fact the only Ludocity dev working on the game is pretty much Thaddeus, but the other Ludocity devs still have influence.

Devil's advocate, Lincoln's the star of Nick's second biggest show and arguably the only reason Nickelodeon is even solvent as a network today and not airing Spongebob as a 24/7 stream like Teen Titans Go until it collapses. I know "cope" is a meme, but I do think there is an honest effort to dissect such a bizarre decision and at least for the first game, Lucy's inclusion was entirely due to developer favoritism when even the biggest Lucy fans would have told you there were at least 4 or 5 other Loud sisters more fitting for a fighting game, so it's easy to conclude that Ludosity is behind cutting Lincoln too when most rational developers would cut the side character for the main character. This really get's me to appreciate CTR Nitro-Fuel's Roster. They focused on getting the main character and popular ones out first. Only when the needs of the audience (and common sense) were met then were the devs allowed to freely add the odd/obscure/meme picks. And the audience liked it because they already had their favorites but now they can have new favorites with the more forgotten Crash characters.
Really NASB1 should have been the main/ fan favorite/popular character show picks then NASB2 should have been the one where they're allowed to go into important secondaries character/shows (without cuts); THEN the theoretical NASB3 is where the odd picks begin.

New info just got leaked about the cut characters. Apparently, the devs initially only wanted to cut 5 characters, (Sandy, Toph, CatDog, Lincoln and Shredder) but ended up having to cut 6 more due to Nick demanding the game to be released this year.
