Salo doesn't have unsimulated sex, and it's more perverse and unsexy than even Caligula. If you like Caligula you'll probably like Salo, it's a better movie. Caligula Ultimate Cut might put it ahead though. Salo is in Italian but you can easily find the English dub which is actually well done.
