In Japan, manga artists got where they are because they go to art schools that teach them Western and Eastern art.

From what I've read, Katsuhiro Otomo (Akira) didn't go to art college, and he rapes pretty much everyone else. He's the reason Kishimoto took up art school to become a mangaka as well. Takehiko Inoue (Vagabond) only took a summer course.
many manga artists usually take a crash course to know the essentials of what they need to and not just bog them down with pointless information. So they learn less, but what they do learn is more essential. the reason art education in the US is such a mess is because courses try to cover so much in a very shallow way instead of gearing towards specializing.

Because he can actually draw, in fact he's better than a lot of people that went to art school. A degree is not job guaranteed.
Bruce Timm alright, I'm not a person, I'm one of the rare people who doesn't love or hate the guy but I think his style has looked better drawn by other artists, Timm art tends to look very stiff and lacks flow to it and it can be reflected in the animation too when it's not done by a good team.
Those artists on the original Adventures run 1992 to 2003 really make his style sing even designs that didn't work well on the show look good in them.

Because his designs are great and have influenced the entire industry in many different ways. I really love the way he stylises/simplifies complex design elements into simple shapes and motifs, so they can be very easy to animate/modelize.

What do you mean by admire? He's incredibly influential in animation and comic books, but not so much in straight up painting and drawing. The latter of which being more what you'd expect learn in an art school.
