The place probably makes very little distinction between being a bit non-vocal and being straight up non-functional, shitting on walls. And at the end of the day, there's a bureaucratic element at work, a non-standard catgirl who can't communicate or "consent" as overtly is probably a huge minefield and this whole system is a business where therapists are getting kickbacks for reccomending them.
