Good art is art where the form is more important than the themes, but the themes themselves can be anything, political, apolitical whatever. Both Battleship Potemkin and Triumph of The Will are important cinema despite being overtly political for example.
To elaborate, yes, I think style over substance is good. Doesn't mean every film that follows such a rule is good and the ones that don't are bad, but in most cases great direction can save a bad script, or questionable themes, but no matter how good are your intentions, and even how well written your film is, if it's badly directed then it simply won't be good, only mediocre at best.
