Babs was created to be Batman’s love interest for both the 60s show and the comics. This was a concept revived in both the DCAU and the Lego Batman Movie.

She wasn’t Dick’s either. Dude was in his teens while she was almost 30. She was a congresswoman too.
They still toyed with the idea every now and then, so it’s not like they were completely opposed to it.
Bruce was more into Diana than Babs, and during this time Steve Trevor was dead until the crisis where he was resurrected, and he and silver age WW were erased after being married.
Also during this time, Diana still had her life as a JAG, only post crisis Trevor married another woman and Diana continued as JAG where she and Bruce started to form the "wonderbat" in many elseworlds.
Like DC wanted WW to serve as balance to bruce's life but they never went forward because there it was a ton of resistance at the editorial due to Babs and Selina due to Earth 2 Helena.

I honestly don't mind it much in BTAS. I don't like the "I'm pregnant and it's not Dick's" crap but otherwise it was a fine, almost entirely off screen, relationship.
It was The Killing Joke where I took issue. It felt tone deaf and completely out of place. It recontextualizes Barbara's injury as a tragedy for Bruce rather than Gordon. Joker has no clue Batman is personally attached to Barbara, it was done to drive Gordon mad. That's why he shoves it all in Gordon's face. Also while I don't care about the feminism stuff putting Barbara in a relationship with Bruce doesn't address the complaint, it arguably makes it more valid. It's not about his love interest getting hurt. But the biggest issue, for me, is that TKJ is a story about Batman and Joker. A batgirl prologue is wasted. If you want a prologue to expand it the best thing to do is a bit of a highlight real of Joker and Batman's experiences with one another.
