Dark Crisis had Justice League disband. Since then, Titans are DC's main team. I also think DC is trying to use other chracters in their arsenal. Aquaman movie was a miracle for them.
Could be. DC's biggest flaw is how Batman/Superman/JL-centric their universe is.
Marvel was pretty smart diversifying. Avengers, X-Men, F4, GOTG. Spider-Man, their most popular character, is not even a traditional character of any these teams and he is the underdog in-universe.
It's only Spider Man and Avengers, Marvels worse, they spent years intentionally strangling the X-Men and FF because they didn't have full merchandise rights, it was so bad that the big event of the year, during the X-Mens 50th anniversary didn't even include them
That was back when Disney didn't have the movie rights so they intentionally sabotaged the franchise. Since Hickman's relaunch X-Men is probably ~25% of Marvel line-up at any given time.

The Titans are probably more recognizable to a casual DC fan than, say, Green Lantern at this point.
The reason why DC didn't try to push the Titans earlier is due to DiDio sabotaging the franchise due to his obsession with character ages, something he openly admitted multiple times. Also the same reason why he did New 52 and tried to do 5G.

I'm a big fan of Dick and Wally. I know about DiDio's bullshit. Dark Crisis conclusion was effectively middle finger to DiDio's mentality which was embodied in Deathstroke.
Despite DiDio's frickery, both Dick and Wally remained consitently popular with the fans.

This is what I hate about DC’s editorial post-DiDio. They assume that pushing Nightwing as the next big thing is what’s going to make up for DiDio, instead of actually writing quality stories. Dick has been around for 84 years and he doesn’t have jackshit to show for it.
They had to do something after their billion Batman publications plan went to shit.
DC got a lot of shit in 2019-2021 for being so Batman centric in their events and releases so DC is trying to diversify. Williamson tried to make an event with B-D listers with Infinite Frontier and it was kinda mid while he tried again in Dark Crisis and it was a big pile of ass.
In universe reason, the JL disbanded and now the Titans are the big in universe team.

I mean it would be pointless if he didn't, Starro is a living creature so it's within his ability, they have different reasons why he doesn't, inexperience or he risks losing control, this time they are going with the latter and making an arc out of it.

I never read teen titans. Isn't the flash stronger than the rest of the cast combined? How do they even balance that to make it feel remotely interesting?
Bob Haney Teen Titans and Wolfman/Perez New Teen Titans was pre-speed force so Wally wasn't so insanely OP.
Titans 99 Wally was off the team for most of the book because of the Walter West arc in his solo series and then got pulled from the roster by editorial.
Titans 08 made it work but the team fell apart early when Dick got pulled for Batman in Batman: Reborn and Wally got sidelined for Barry in Flash: Rebirth
Titans: Rebirth made it work for an arc or two but then they gave Wally a heart problem to make him less OP. The team fell apart when Wally killed Roy in HiC and Dick got brain damage in Batman.
This book has maybe 20 issues before it loses Dick or Wally to a Batman or Flash thing.

No, that plot thread has them under the United Planets' jurisdiction who had them quarantine Earth (or maybe the entire sector 2814 I can't remember) and only affects the new GL book since Kyle showed up on Earth in the Doom Patrol one.
