Honestly it fits the whole "Anyone can be spider-man" better than yet another spider-powers person.
Kind of ironic that they were so desperate to say Miles can totally be Spider-man they accidentally gave a reason why he actually couldn't if he doesn't get the very specific powerup, and at that point he's just another guy wearing an outfit and not the things that made Spider-Man stick. A Gwen who proved its not the powers that made them what they were would at least be something.
