During the War Stories scene he’s happily enjoying Jamie’s company and they’re reminiscing about battles they fought together.
Then when he gets fired from the Kingsguard he slanders Jamie of all people in his rant.
In the book Selmy hated Jaime for being an oathbreaker:
“Ser Barristan had tears in his eyes. "I took Robert's pardon, aye. I served him in Kingsguard and council. Served with the Kingslayer and others near as bad, who soiled the white cloak I wore."”
“Selmy had never approved of Jaime's presence in his precious Kingsguard. Before the rebellion, the old knight thought him too young and untried; afterward, he had been known to say that the Kingslayer should exchange that white cloak for a black one.“
So are you saying in the War Stories scene Barriston should have been a little more standoffish toward Jamie and the writers of the show didn’t know what these characters were like yet or what.
Yeah probably, at that point the writers likely didn’t want the only scene with him in it to be him being an ass, wouldn’t have sold the character as very likeable

Selmy's a sanctimonious prick. Served the Mad King during his reign of terror, then switched allegiances to the Usurper, did nothing when Cersei tore up Robert's last wishes and had Ned imprisoned... But still postures himself as le gallant night. He was morally bankrupt.
Selmy was a careerist and an opportunist. When he sees the Mad King sinking ship he switches to Robert. When Rob dies and he's stuck with mad incest kid gonna start a new war, he fricks off to Esso.
