So many of the characters in this were just awful. The Chad boat captain, the cute girl and the scientist were ok but almost everyone else was insufferable. Godzilla scenes were pretty good though and him nuking the city was kino.

This movie was insanely revanchist. I thought making movies that glorify the Japanese cause in WWII was illegal in Japan or some shit. What happened?

They literally stop the movie to complain about the Japanese government not caring about citizens or soldiers. They even go out of their way to make sure it's not the army who kills Godzilla, it's civilians.
Because that was the literal law at the time, but they make it clear what an inconvenience is, and more importantly they portray it as due to soviet and American ambitions. The protagonists entire arc is "I must wipe the shame of being a cowardly kamikazi pilot out of me by completing a successful banzai run." The entire movie is about the veterans of Japan wanting to overcome the futility of the war they lost with a battle they can succeed at.
Godzilla as a motif is meant to represent Japan's punishment for glorifying war. He's an atomically created, atomic fire breathing monster that indiscriminately destroys Japanese cities for no reason. Godzilla, for lack of a better metaphor, is the nuke.
The movie kind of presents godzilla as America's sin. It's their fault it exists, and it's their indifference that forced the men to effectively remilitarize and fight Godzilla on their own.
